The Full Report of Top 100 Outsourcing Cities for 2013
The Tholons Report for Top 100 Outsourcing Destinations for 2013 has come out last January. I was wondering why I haven’t heard about Bacolod City – it is confirmed the it didn’t make the list in 2011 and 2012. The Tholons Report reflects the changes in the global competition for outsourcing.
The Big Three
The report shows a significant change in 3 major regions: Southeast Asia, South America and Eastern Europe. The improving outsourcing output of Southeast Asia is continuing to attract large service providers to set up in the Region which results in the increase of service in Southeast Asian Countries. Eastern Europe and South America is also catching up in IT Development for its major cities.
These 3 regions continue their aggressive development which is the result of Government Support and developments in the past years. These regions reflect the strong commitment of IT-BPO stakeholders in these regions.
Other regions have been affected by recent political and social upheavals which has greatly impacted the attractiveness of working in these countries. Most notable is the Middle East and North Africa.
Philippines, Malaysia Indonesia
The Philippines, Malaysia and Indonesia are the most promising Southeast Asian destinations in 2012. In 2012, the Philippines a sizeable increse in new investments from large and mid-sized foreign provides fuled the IT-BPO industry. In 2013, it continued to increase, opening new offices all over the Country.
This marginal increase has also been noticed in other Eastern European destinations, as the region embarks on collective marketing and promotions actions through the CEEOA. Prague, Czech Republic climbed by three places to 17th place, further advancing in the Top 10 Emerging Cities. Brno also increased to the 30th place this year. Sofia, Bulgaria cuts into the 50th place in the List.
South America was also another important region in 2012’s global outsourcing landscape. The region continued to implement more deliberate marketing and promotions activities to encourage more IT-BPO investments in the region. South America’s growing, although often overly dynamic regional economy continues to be a target for established service providers in the region. As seen in the movements in the biggest movers, divergences depict the movements in the rankings of South American outsourcing destinations.
South American Cities
Colombia is becoming a destination in South America for IT- BPO services, with Bogota (49th) and Medellin (53rd) moving higher in the rankings. Colombia is also collaborating with large Western providers in setting up operations in the country.
Uruguay’s Montevideo, Argentina and Brazil has also moved up in the city rankings. This is due to a maturing ITO sector and American providers in the country.

Other South American Cities also dropped in the List. Among them are the cities São Paulo and Rio de Janeiro in Brazil due to labor problems and ancillary costs. Buenos Aires in Argentina has also shown a decrease in the rankings.
Moscow City in Russia has also fallen in the list due to the high costs in setting up in the country.
This year, the Philippine Cities have held their place in the rankings – Manila and Cebu while Bacolod City and Iloilo City in Western Visayas and Baguio City in the Cordillera Region joined the list. With 8,000 FTEs, Bacolod City is already home to BPO companies such as Convergys, Teletech, Teleperformance, Transcom, and Pan Asiatic Solutions. Meanwhile, Baguio City has established service providers such as IHG, Aegis, and Sitel (already has three sites in the City).
