The Festival in Bacolod City first started in 1980 when the City experienced a period of crisis. The region of Western Visayas is highly reliant on Sugar Production as its primary economic driver. Negros was affected by an all-time low production of sugar because of Competition from cheap sugar from South America and Asia.
